Specs
Returns the grapheme at the position of the given UTF-8 string.
If position is greater than string length, then it returns nil.
Examples
iex> String.at("elixir", 0)
"e"
iex> String.at("elixir", 1)
"l"
iex> String.at("elixir", 10)
nil
iex> String.at("elixir", -1)
"r"
iex> String.at("elixir", -10)
nil
